Second of the pair of ships delivered to the SECR by William Denny & Son, Dumbarton in 1907, Empress had a career similar to that of her sister, Victoria.

After service as a seaplane carrier carrier during World War I Empress returned to the Dover - Calais service before being sold, along with Invicta to SAGA as replacements for their paddle steamers Pas de Calais and Le Nord. She continued to serve on the Calais - Dover run until 1933 when she was sold for scrap after being replaced by Cote d'Argent.
